The WW’s government is a Oligarchy Republic, with one branch called the Head Bureaucracy.

The Head Bureaucracy is a body of non-elected individuals in the army. Those individuals are all the owner ranks & 3ics in the army and are called Bureaucrats. The Head Bureaucracy has meetings about what goes on in the army, leaders, changes in uniform, etc.

The Head Bureaucracy has the power to impeach/demote a leader, if 80% of it agrees. They have the power to pretty much control everything in the entire army.
